In one of our systems two factions are in retreat, but we would like to stop that. In starport services/Galnet it says retreat is in progress for these factions. Yesterday it said retreat is likely for one of them, the other was already 'in progress'. Are we too late to stop the retreat or can we still do something about it?

Unless something major has changed lately, no nothing's set in stone. Work to raise the influence of those factions and, provided they're both above 2.5% the day the Retreat state ends, they'll stay put.
