Been on everysystem for personal weapons that the empire need. all say they export, and when i get there..nope..no personal armor and that on ALL system. did follow a trail that they said we import this from that system, went there, nope..not on any station. This trade stuff in the map starts to angry me! I buy all the trade data I can. and they show lines for personal weapons. and none have them. What the point with trade line when you cant follow them to the source...

Is it wrong to assume that they should appear in the commodities market?
Or is there something going on with the faction status (e.g. be friendly to get access)?
I never bought them so far. I was just looking for a stable supply before I accept one of those missions (which I intended to do btw).

GD 219 also has Technology (and Personal & Non-Lethal Weapons), but its star is a highly reactive White Dwarf, so when you shift in - GET AWAY FAST - it is HOT.
I've only traded / mission-ed weapons a couple times, and it didn't seem worth the trade-off in cost or time. Something different, yes.
