Looking for some empire factions that would still be neutral after trading and missioning a broad swath through empire

Every place new I go, I'm already already friendly or allied with all the station factions that are 'empire' rather than independent.

Now the ranking guide said you need empire factions that are still neutral or at least not higher than friendly to you, to gain enough rep for your next rank.

I'm allied with Empire, but failing to get mission for Earl - and its not for lack of effort in reading the guides and doing the missions...



So, I'm wondering if there are some odd pockets in empire that I may have missed, that have different small factions that are empire aligned...
 
My 2cents - I would try finding a Empire faction that is attacking another one - do some missions there until the other faction doesn't like you anymore, then switch sides ... might work :)

When you arrive in an empire system, ask yourself if you ever do alot of missions / trade / sell maps / cash bounties & bonds there, enough to get you to allied. If the answer is no, then they are NEUTRAL despite the right hand screen showing them as allied. So work that system.

Note that regardless of what they state - if you work for an Empire faction for the 1st time, your actual Reputation will be Neutral.
You can confirm this by completing any Bulletin Mission for a Faction in a System you've never worked before ;)

(Government Reputation does not fully carry over to Faction Reputation - upto and including Missions stating "Mission unavailable - this Faction does not trust you enough" despite displaying "Allied")

Unfortunately, those Bulletin Mission Result pages are the only place that show your actual Reputation with that Faction. Still, it'll display the accurate data...

Fighting in Conflict Zones and handing in Combat Bonds for the Empire faction is likely the fastest, if you run a potent combat Ship.
Otherwise, simply trading in high-profit items is the quickest way if you're running a potent Trade Ship.

Alternatively, Bounty Hunting also works (in RES Sites) - but DO NOT engage any Empire-aligned Ships, even if they enage you. It'll lower your Reputation, even if you got attacked by a Pirate and simply defended youself.
(doesn't make any sense whatsoever - but that's the way the System currently works)

I read something about the faction reputation not always being what's listed, but I didn't have the detail to make any sense of it... Now that I know to look on the bulletin board, I think I can figure out which ones to do :)

I did a couple of million in a RES site in Daii last night, but no blue up arrow appeared on the local faction I was fighting along side with. Instead, the 3 independent factions the pirates were from, showed a red down arrow, but still neutral.

Do the independent factions in an empire station matter at all?

I guess my Vulture should be ok in a combat zone, but then the opposing faction (alliance or federation) is going to drop me to hostile?


I don't want to loose access to a large part of stations in the galaxy...

I guess its back to trading... I have a T9 and I always bring back the nonlethal weapons and medicines from the other stations for the reputation missions.
