Ships Looking for the Diamondback Scout

Okay guys... I am in need of some help. I would like to acquire a Diamondback Scout and for the sake of god I can't find a single shipyard within reasonable range that sells them. I read that it would be available at HR 706 but that turned out to be wrong. I am now sitting in HR 706 and wondering if someone could point me in a good direction.

Please keep in mind that I am flying a Viper right now, so I have a low traveling speed.

Btw: Is the sale in Wolf 406 still a thing?

I couldn't give you an exact location, but I have found them in any station located in a High Tech System. Purchased one in BD+51, I believe, around SOL.
