Newcomer / Intro Looking for the Vulture!

I am parked in Empire space ATM (Ngaiawang), and cannot find a Vulture anywhere. Checked a dozen high tech systems in the area and nothing. Currently parked are my "A" Cobra, "Aish" T9 and a POS Adder. Can someone point me in a direction to get one of these guys? Want to help out in the war at Falisci!
