The Cruiser that spawned them was NOT in every instance! 1 of 4 I tried.

Those have existed for a long time already. More than half a year at least. They spawn fighters in wings of up to 14 attached to the capital ship.

I haven't done CZs in awhile so I can't comment on Horizons and beyond. During the Battle of Lugh though, they launched craploads of fighters which collectively turned out to be a nice and easy way to get a large chunk of vouchers during the Battle of Lugh. The F63 Condor might just be one of the reasons the Federation lost the war. ;)

It's entirely possible that sometime between then and now they'd been disabled, and that they recently fixed it.
