Looting combat zones should be possible. There are a number of ways to achieve a small break to allow for looting.
I know it's possible to do it as a squadron, but it should be allowable to fly into a combat zone solo and just loot the materials that are there without taking a side. If you're dead set against that then how about the following:
Stop combat zones from constantly regenerating. Once the skirmish is over, it moves around the nearby planet, and all the materials are now safe for looting. The player, or players involved then loot the leftovers, and leave to fly to the next combat zone and join that battle. This gives a bit of downtime between the high tension of combat too.
You could keep the zone as an open combat zone but wait a couple of minutes between enemy reinforcements. This also gives downtime, but maybe a bit too much waiting around for an active warzone as inactive waiting is never fun.
Our looting drones could move the loot to a safe distance from the combat zone and we collect it in bulk with the cargo hatch open before the next wave arrives in 20 seconds.
We could hire a looting wingman that collects the materials for us.
