Lore question: Why are members of the Pilot's Federation, while NPCs aren't?

So I was thinking about this.

What is the lore reason for us players being members of the PF, but NPCs are not?

Did us CMDRs pay an entry fee to join the PF? Is that free Sidewinder Mk I actually paid for by us, prior to getting it? That is to say, the PF will fund you with the most basic jump-capable ship available, as an incentive to join its ranks?

Did NPCs not take up this offer?

I'm genuinely curious about this, so I'm hoping that a lore-expert here might be able to answer why we are CMDRs, and NPCs aren't.

I don't know anything official from lore on this perspective, but I like to think you are correct that we paid a particular fee to the Pilot's Federation (the cost of the game that is...) for licensing, insurance etc. NPCs instead are probably sponsored/licensed/insured by the faction they are part of instead, and that official faction status bars entry to the Pilot's Federation and vice verse... yes we can support and associate with anyone, but need to stay "officially" independent.... or something like that.
