Absolutely nothing i tried works.

-Reloging/restarting
-Different comodities (both stolen and just prohibited)
-Black markets in different systems , same systems
-System with different goverments
-Tried waiting

The Dweller does not unlock no matter what
Heck the Black Market Network progress in Codex doesn't update at all.

Why is this happening to me yet my friend could unlock him not too long ago without any issues?
YES i made sure i did exactly as the unlock criteria specifies..

I've been through like over 20 different Black Markets already.

If the stats in the codex are not updating after you have sold items to black markets (and changed instance / relogged) then you might have to resort to raising a support request (ticket) at customersupport.frontier.co.uk and asking them to sort it manually for you. I have always found support to be extremely helpful, hopefully they will sort you before too long although no doubt they are busy with Oddity induced issues.

Yea made a support ticket.
This is so frustrating.. There is nothing more i hate in video games than progression / feature blocking bugs that i waste hours trying to fix on my side with no avail just to realize there is nothing more on my side i could do that would possibly fix this.

All i wanted was some laser and power distributor upgrades :<
But R.I.P game doesn't allow me to unlock them no matter what.

Also i made a report ticket in the issue tracker aswell.
It gave me error "The issue could not be loaded."

Tried waiting over night still same thing so i made another issue report..
Guess what .. again "The issue could not be loaded."

How are people even posting recent issues and it works fine but i cannot?

I am told that if you jam an egg whisk and ladle in the cutlery drawer and curse and swear at the drawer refusing to fully open again there is a 50% chance that the Godess Anoia will take pity on you and lift all curses that lie upon you. ;)

Looks like I'm on the boat too.... Followed the Exigeous YT guide to accept cargo mission, take 5 cargo then abort the mission, deal with the fines and sold them to 5 separate black market. BOOM, nothing happened... my codex show 5 commodities smuggled but black market network is 0. Waited afew hrs and relog, still nothing happened. Anything I have missed? Ticket submitted anyway :-/

I was going to take my recently reset commander to do the black market shuffle to check Dweller qualification when I noticed that I already have access to the Dweller. Interesting since I have not done any black market transactions - then I remembered getting some messages when in Odyssey the other day so there must be a bug that gives access to Dweller in Odyssey - maybe you could try running Odyssey if you have it and see if you get access that way.

I have just gone to Black Hide to check and was able to dock OK and have carried out modifications - so I have been given access that works via a bug in Odyssey.

EDIT: Just to be clear, I did the above in Horizons.

I'm running in to the same issue trying to unlock the dweller.
I took a mission to deliver some cargo, and abandoned the mission to mark the cargo as stolen, I then proceeded to deliver one or sometimes 2 units to black markets I looked up on inara.cz. just accessing the black market from the contacts screen. I've now got 16 cargo showing up delivered in the smuggling stats screen, but still 0 black market network. I think I started smuggling a couple days ago, so if waiting was going to trigger it, I would have expected to see something by now.

I'll submit a support ticket and provide as much info as I can.

Seems i'm not the only one anymore.
The issue tracker reports are piling up regarding this issue.

The Dweller / Black Market Codex stat must have broken very recently.

Anybody get any joy with getting this fixed? Without unlocking The Dweller you're cut off from a couple of other important engineers:(

Yes I have a ticket open for the market network not updating and so Lei Chung unavailable. Hopefully support will get around to it before too long but really all these bugs introduced to a well-oiled* machine like Horizons is just blinkin' annoying.

* Yes I know there are some long-standing issues but in the main Horizons was running quite smoothly prior to the FPS game introduction.

No ticket response and the stats have not changed but I got a message in-game giving access (invite) to Lei Chung - so either a support person flicked a switch for me or something wacky is going on. ;)

Same for me. Black market counter still frozen, but The Dweller got unlocked by the Support.

I asked them to either fix the bug, or unlock the engi on my account (since I already failed with every possible method). So, asking this directly migth be an option too, if the global bug fix still remains.

Anyway, thx to the Support for fixing (y)
