From my experiments tonight, I was joining instances noting who was there then save & quit restart the whole game to see how Many different "instances" there were of the same station (Freeport).
From what I can tell, there's about 4 or 5 different Instances and repeated saving quitting and reloading (bringing the entire game closed) would put me in on of those 4-5 instances.
