I can't see the Devs -- let alone FDev -- Sponsoring gambling in this game since the ESRB/PEGI is 10+. Gambling is for adults, not children.

We've had requests like this a few times, now - this and casinos. At some point, FD decided to combine it with other requests for ship customisation and the result was the Engineers. Oddly enough, we don't seem to have had quite as many requests for gambling elements since then. I can't think why, for the life of me.

Strangely enough that's not the same gambling. Gambling for money is considered an adult pastime based on the Local and National Laws, but improvements to something with no monetary exchange doesn't seem to count.
Because you'll note, no money is exchanged in the process for working with engineers.

Not priority obviously but for me falls in same category as cash credit prize money for CQC which I think should offer one or two massive prizes. I think it would be highly hilarious to have both a handful of lottery millionaires (all the gear and no idea types maybe) plus some highly overpaid sports star fighter aces. Not to take pot shots at obviously but maybe to do interviews with and hear stories from, for that extra alive living galaxy feel.

Yes it is though genuinely not sure if a lottery counts as gambling as such. Monthly draw on a nominal weekly subscription, not exactly fixed odds betting machines, more tombola? I would think actually, if a youngster was to get into trouble gambling, could argue better to do that in a consequence free video game (with drug smuggling and murder in it too) than in the real world anyway.
I guess it's all seen as all very morally questionable gambling but you take a risk when you cross the street or stick your face in a fan and I'd go for bets on CGC superstars too personally, literally betting on the races and have the Ledger, the Derby., the Open! I think there's actually loads you could do, quite a lot genuinely entertaining with plenty of scope for "I told you so" and "the dealer always wins" conversations when someone loses their shirt .. and Anaconda.
Lottery or sweepstakes could be fun. Like one of the car prizes you used to see in the malls. X3 games also had a lotto "board mission" more like a donation mission.
ED and the elite franchise in general already has intoxicants and contraband items exchange gameplay already even if indirectly on a mission board. Not to mention piracy
and a "wild west" dangerous life for pilots. So not exactly how it's grounds for ESRB enforcement to have lotto or raffle tickets.
