I dislike the delay intensely.
It's almost as bad as putting a 5 second delay on the laser / cannon triggers. (Hey, there's an idea! If you've got a bounty on your head, you get a 5 second delay on your fire triggers -- just to balance things!)
Either way, it's gong to take you 5 seconds to find out, while you're trying to get out of the way of the peppering you're receiving, and if it's (a) or (b) then there will be ANOTHER 5 second delay when you've sorted the problem. If it's (c) and you decided you haven't time to check the RH UI and just hit the button again, you waste a cell, and they are now scarce.
Yes, I know one can modify one's tactics to adapt, and I have no problem with the first three nerfs -- but I think the 5 second delay is unrealistic and over the top, if not exactly iniquitous.

- Shield cells now seem to drain more power (I could run all my SCBs together (if I wanted to) before the nerf, but my top-rated power plant can't handle that any more)
- You now get fewer charges per bank (only 3 or 4 now, irrespective of rating)
- You have to quit your battlefield more often to get shield cells recharged (interrupting your enjoyment more frequqntly)
- AND there's now a 5 second activation delay. It's hard enough in the heat of battle to remember how many times you've deployed a SCB so, when nothing seems to happen when you hit the button, is it because
(a) you've drained that bank and need to switch to the next, or
(b) you didn't hit the button hard enough to make contact, or
(c) it's the 5-second delay
