Low intensity combat zone question

This is the first time I've ever been to a combat zone.
I thought that when you arrived you were given the choice of which side to be on, or is that only high intensity combat zones?
I know the clue is in the title, but this zone is so low intensity that there's just a load of imperial ships milling around and no fighting going on.

I think you select it from your right-hand panel; you have to say what side you're fighting for.

Where are you at? I've yet to see a combat zone in-game at all...

There is a few in systems surrounding SOL.

seems to be happening all over.
bugged warzone in lp 98-132 has only 1 faction to choose from and all the ships circle the navpoint in formation not fighting, tried both the low conflict zones and its the same. open fire on an npc and he will fight back but all other ships just continue their formation flight
