Greetings, unfortunately you're missing similar posts/questions as yours which are within the actual 'PowerPlay' section , like this one here--> https://forums.frontier.co.uk/threads/merits-how-do-they-apply.631281/post-10501717 for example. ( that was an attempt at forum humor lol sorry
)But anyways basically: you must complete ALL 5 of your 'Weekly Assignments' ( panel 1 ) the very FIRST initial time ONCE, in order to unlock the subsequent Rank-ups process.
play your own way but do it in dis order

I did finish the weekly assignments, that's why I'm rank 1 and not 0. ah ok my bad i mis-read (misunderstood) your OP then hmm.... Any chance you can post a screenshot of your panel-4 'PowerPlay' tab 'Loyalty' box screen?
I have seen people occasionally report that the "rank up" process can take a while if you jump multiple ranks at once, so it might sort itself out that way.
Getting another few merits now that you've unlocked ranking might unstick it, too.

I would contact support, something ain't right that's for sure.
Solved by itself: today I've made a few more loyalty merits and the levels went up to 7
