I was wondering if the same blueprint can have any influences from who is the engineer rolling it. Does it matter?
For example: who was able to roll your 54-55% Optimized Mass FSD? Farseer or Martuuk?

Absolutely no difference.

A blueprint is a blueprint.. The same set of RNG.
