I was under the impression that Luxuries Traders bought performance enhancers; however, none of them will buy mine; does anyone know if this is just a bug or if they are buying something else?

Cargo scan them to see what they're buying/selling
The specific ones you are going to want something else. Performance Enhancers aren't the only thing considered Luxury Goods. The only sure way to know what they want is to cargo scan them.
Make sure you fly right up close next to one of them for the transaction to happen.
