LYR discount no longer in effect?

Am sitting at Diaguandri, still marked as LYR space, so expected 15% off on ships/outfitting as usual...but returned to game few days ago so not sure if:
-LYR discount is no longer in effect
-or if something to do with today's 3.1 launch patch

There seems something slightly off because prices aren't matching wiki, a tiny bit less, but far far off from what 15% discount should be - for example, as of today:

CR list price on wiki vs. available price at LYR Diaguandri
Anaconda - 146,969,450 CR list -- 143,295,215 CR LYR

Pyton - 56,978,180 CR list -- 55,553,725 CR LYR

Asp Explorer - 6,661,153 CR list -- 6,494,626 CR LYR

Update - confirming outfitting discount is gone too - bought 7A Prismatic shield and it's at full list price too.

TL-DR - prices at LYR controlled system is tiny fraction under standard list price but nowhere near 15% discount usually available. As returning player gone ~1 year, not sure if LYR discount was abolished awhile back or just something whacky with today's new patch/update

**edit - the small discrepancy between list price and what I see at LYR is due to 2.5% Elite level discount, which is still in effect. But LYR 15% for both ships and outfitting is gone, bugged, or whatever Fdev says (on power play desc I no longer see the 15% ship discount mentioned for LYR, it only says on outfitting.

Seems to be connected to the hotfix for the engineer recipes, after that the discounts seem to be gone.

I got my Krait at Jensen / 64 Ceti with 15% discount short after launch before the hotfix.

Looks like only 2.5% Elite rank discount off... Same here, LHS 20 Ohm City is also giving no further discount any more…

Hmm… that's too bad… *meh*

Again, could be something changed long ago, but as returning player it's new to me --- under power play desc for LYR, I no longer see the 15% ship discount mentioned, it only says on outfitting.

Last I actively played ~year ago, it mentioned both 15% for ships and for outfitting. Now it just says outfitting.

So not sure if this is unintended bug from 3.1 patch today, or intended design because the PP desc for LYR is different from what I remember when it specifically lists the 15% ship discounts.

*update - although it does sound like general discounts bug because I've confirmed even the outfitting prices are bugged and at full price in LYR
