No, prolly a connection issue. Its just a bogus error message that hides the actual technical details. Someone knows what it means, and thats all there is to know :)
 
Sometimes resources need to spin up to handle increasing demand, thats just the way cloud resources work. Just try again in 10 minutes
 
I know what the problem is but you'll have to go to the link below to get exact steps to fix. Your cache needs to be cleared, that's it. Were you a console player it's a simple as dis-connecting the power cord for a few minutes, turning it back on and done. For PC players the method is different but I can affirm this will fix your issues. The same thing happened to me last week, clearing the cache solved it.
