It's a temporary thing over the holiday period.
With people playing in pretty much every time zone, no matter what time they choose, they will end up getting some people annoyed. It's usually not been a very long down time, so I tend to use the time to plan my playlist and figure out what I'm going to be doing in-game when it comes back online.
Then change the time, every month say.....
its up to FDev when they think is the best time, they decided on 7 am UTC as its when the server isn't very busy so as to inconvenience the fewest people, needs of the many and all that.
