Major FPS problem

My Zoo currently is taking up probably less than 1/4 of the Franchise map and has around 6k guests, and my FPS is locked between 15-20, regardless of settings (low-high). My CPU isn't going over 50% usage and GPU below 40%, so it isn't lagging because my system can't keep up. I'm wondering if there is some hidden engine limitations or crazy combination of hardware/settings that somehow locks your FPS for higher count zoos? I have a tiny franchise zoo that is 120fps and get 240 in the menus... find it very strange. I've seen some people have similar problems but still no solutions yet? All of those windows setting fixes don't seem relevant unless you're machine is struggling, but I have tried most. Any updates on this?

Sorry if this is a known thing, couldn't find a solution and even though I love this game it is absolutely killing it for me. I have no real interest in making 27 tiny zoos with 5 habitats.

Unfortunately I think is an engine limitation problem, big zoo aren't possible with any PC. Same problem with Planet Coaster and it's a big problem for players that love create big zoo as in the real world. I downloaded a big park from workshop: unplayable, about 10 fps with a 5970k i7 CPU, 32 gb ram, nvidia 2080 Ti.
 
Ye this is a well known problem and has been a big problem since launch. If you zoo gets big enough it turns into a slideshow, no matter how good your pc are :(
 
so.... my main zoo only has this problem. I made 2-3 other franchise mode zoos with no FPS issues, one has ~ 2k guests. My main zoo, I let animals run loose to chase out the guests, so I'm down from 7500 to < 2k and I still get ~15 fps constantly. Regardless of settings. For some reason my GPU doesn't even break 40% usage JUST for this one zoo. It makes absolutely no sense, but it's basically killed the game off for me. I'm at a loss as to what to do. How does only one of my zoos use my PC totally different???
 
It's just a theory, but maybe your main zoo predates the updates. Did you start the other parks after the updates?

Maybe some changes don't affect older saves.

By the way, you don't have to chase your guests out. There is an option to limit the amount of guests, including a slidebar.

I had a problem like this in one of my sandbox zoo's and it was the fault of too much animated scenery, specificly a too much animated foutain lit garden piece, just that one little piece of garden dropped my fps down to 6 after removal it went up to 16. Animated scenery is really a fps killer in the game for me atleast so I try to limit it.
