Make Black Markets working as per "criminal" factions in Archon Delaine space

What subject says... our power opens Black Markets in Delaine exploited/controlled systems but we can't use them because they hurt our factions.

Either make them POSITIVE for the controlling faction, in the way we have both standard and black market as supportive due to the fact it is a BONUS not a MALUS.

There's enough of that already, we need some incentives not something that backfires.
Archon Delaine could instead have his bonuses changed so he benefits from any faction that has swapped in the last month or so. That way, he would benefit from using the black market to cause constant changes in controlling faction.

Same results, just from a different direction.

Delaine's favorable governments - Communism, Cooperatives and Confederacies already have black markets by default. So all his bonus does is open black markets on government types that are not favorable to him.

So it doesn't really have the malus effect. He does not cause any further instability on what is already favorable to him, because they'd already have BMs anyway.

Delaine ones buy at higher prices... and there's something wrong in how they impact on INF as using trading buckets I needed 4k tons of standard market trading to counter 1k of smuggling at a 5k pop system BM. These should be AT LEAST balanced the same way... what broken game.

I see... that sounds pretty hard to fight against. We had that trade influence revamp in which iirc patch notes 10 said care more about demand, so I wonder if that's correctly getting increased by Delaine's effect.
