Make CQC use NPC opponents if matchmaking cannot find human players within 2 minutes waiting.

It would be better to quickly get in and have a bit of low level practice against NPCs on those maps than never get human opponents in a timely fashion. Maybe this would ironically actually encourage more human players being available too!

Also, make the current on foot capture the flag type conflict zones a new on foot based 4 x 4 CQC mode instead - with the same vs NPC opponents mechanic as above if enough players are not available.
