Make FC trading usable - modify base price

There is a very simple way to make Fleet Carrier trading useful.
FDev should modify 'galaxy average' price acording to real in-game price on player's carriers. This price may be rounded. This price shlould be modified weekly. The price to sell should vary from 10% to 1000% of this modified average galaxy price. FDev may add taxes (let's say 20%) for each trading operation. Barteners in space stations may sell with 200% of the average price, and buy with 50% of the average price. Or 400% and 25%.

Most simple example - Manufacturing Instructions. Base price of 9000 dictates max price of 900000, which is too low, compared to the time needed to find it.

Of cause, there may be more improvements for traders. Ability to sell and buy the same item (let's say, buy with 95% of the average galaxy price, and sell for 110%). Ability to set different prices for friends, squadron members, and for all others. Trader should reserve only max amount of the material to be placed in carrier storage. There should be a way to upgrade or buy additional storages for bartener (even 1 000 000 to extend the storage by 1000 items). FDevs may add markets - positions in space where up tp 10 carriers may be placed together (like we have PP stronghold carriers placed together).

There are 2 ways to calculate weekly average price for the goods.
1) Just scan all carrier markets for current price. Only carriers with public access should be counted, and this public access was not changed during the week. Only carriers with non-zero amount of materials must be count. This approach has a major problem - it does not count whether items are really sold with this price.
2) Sum all prices of trade operations during the week for each material. Only publically accessed carriers (that did not change ther access status during the week) should be counted (to exclude 'trading' between friends).
