Make our own ships

That will never happen, especially if your not ready to pay thousands of dollers for it... But i guess it could be possible to make some sort of ship module assembly thingy... Like we have already, but way more complex.
Seperating inside and outside. Life suported modules (thinking something like ISS) (It doesnt matter its just an example) in different sizes and shapes, adding all other stuff Engines, guns, shields and bla bla and fit a protecting hull over it. The Hull could possibly be extended in hight or width in some places... Anyway this is getting longer than i wanted it to.

And although I doubt many people remember this, Infinity the Quest for Earth (a long dead game that was the Elite/Star Citizen of the 2007 era) also took on community submitted ships once upon a time.

A lot of us remember. I still have the combat prototype files backed up. One of the problems with user submitted ships was getting them to adhere to the design documents, so they all look like they are post of the same universe. There were also legal problems with who owns the rights to the ships.

I tried my luck and started on a model then, but never finished it.

The game still exists in a much smaller scale, aso infinity battlescape.

I didn't back it, since I now have Elite, and it is not more to my tastes, but I will probably pick it up when it releases.

Designing from scratch? Naahh, that's a lot of work for everyone involved.

Now if there was a function to take parts of existing ships and build your very own remix...

Hell, it could tie into the salvaging stuff. Pick up wreckage (using a suitably large ship, you might need to use a T9 for example to scoop the bow of an Anaconda for example), take it home, and put it into a special hanger in the shipyard. Weld on the other parts you've salvaged, cutter midships, several mis-matched thrusters from various things, and you only get the hardpoints that the original section of ship was fitted with. So using a cobra hull, with a python cockpit, you get all the functions of the python cockpit 'section' such as bigger shields etc, but you can only fit a cobra sized powerplant. Strap on an Anaconda Aft, and you get massive engines, but you will never be able to fit a big enough powerplant to run them

However if you get lucky with the salvage, and get the right parts in the right mix, and spend enough time tweaking, modifying and patching (using yet more salvage, rare minerals, perhaps pieces of salvaged alien tech), you could build your 800t cargo, 390m/s, huge/large/medium/small, 60l/y ship.

Obviously all this would require a LOT of work from FDev but using existing art assets and chopping them up would probably be easier than starting new designs from scratch.
