Make System Architects Exempt from Fine until station is complete

Loitering fines bar us from services at all ports in the system. We are the architects and we haven't turned over the station to the faction yet. NO fines till complete.

Correction barred from services at all surrounding systems with the same faction.

I mean we can't even get a drink at the bar, and the only occupant is the Apex Legends guy who's most legendary feat is telling you he can't go that far, but like taxes and death the fine's are ever present. LOL.

I will add that I did find out the station contacts were still available so you can pay off the fine. And 300 credits isn't anything but slightly annoying for logical reasons already mentioned.
