Make Terra Velasquez unlock with any 12 covert missions, not just 6 C heists and C Thefts.

Currently she requires 6 covert heists AND 6 covert thefts. Please consider opening it to covert assassinations too. But mostly, don't force the heists. If you insist it be 12 missions to unlock Terra, at least loosen the requirements a little, let us choose any combination of covert missions.

It's actually any 6, so you just asked for the requirement to be made harder.

There is a bug atm where thefts only seem to count randomly which is why so many people are having issues.
