Make the data aquired by explorer as a commodity.

Why? Just to make sense a pirate attack an explorer.
When a pirate destroy an explorer it release a canister with all the data aquired during his travel.
The pirate can sell them (in a black market o in normal universal cartographics).
What do you think?

I think the data is contained in your ship's computer (which can not be fit into your escape capsule because of regression in computer tech), it is destroyed with your ship.
Even if your data could somehow be fit into a canister, it would still be destroyed with your ship.

I'm all for commodifying game stuff, as it opens up new ways of playing. Exploration data can be stored in a ship's black box (and we know black boxes are a thing, from the associated missions).
