Not going to go into a lot of detail here 'cos I just thought I'd put the idea out there.....
So, Fleet Carriers are delayed (again) and I suspect a lot of people are going to be left a bit lost in ED for a while.
How about if FDev spent the next month or so coming up with a fairly comprehensive development to the "narrative", implement that in December and use it as a prelude to the actual arrival of Fleet Carriers?
I'm thinking of something like, perhaps, one of the engineers announcing that they've detected spurious signals coming from somewhere in the galaxy.
When they're found, it turns out that there's Generation Ships way out in parts of the galaxy where they're not supposed to be.
It turns out that they've already been given FSD technology and they've found some new element (which will become Carrier fuel) that can supercharge an FSD allow massive ships to jump without the need for the technology Megaships use.
We discover there are a series of surface bases out there, which are all involved in developing the new fuel and modifying current FSD technology.
As more of these ships, and bases, are discovered, the engineers gain a better understanding of how it works and, ultimately, allows the construction of Fleet Carriers which don't require the resources of an entire planet/government to operate.
Set it up so that there's some exploration to find the ships, maybe different factions (supporting different engineers) try to muscle in on the action, thus requiring combat CGs, and maybe there could be a Megaship buzzing around the galaxy, providing a mobile base of operations for whatever it is people are serching for - which, again, might need CGs to support it during it's travels.
Seems like, with a month or so to put it together, a small team could come up with a decent storyline and put the required assets (all pre-existing stuff) in place to get the story rolling before the end of the year.
If FDev need help with this, I know a guy in a hat who could probably be persuaded to lend a hand.
