Making systems unique - Petty Crimes

In order to make the galaxy feel dynamic we should perhaps have a pool of 'petty law's' peculiar to systems that aren't anarchic.

There could be about 150 to choose from and each system could have N crimes (1-15 range, perhaps).

Feel free to add to these suggestions:

Scanning security ships

Lingering too long outside a station without asking docking position

Using prohibited modules

Using prohibited ships (Imperial fanatics hating Federation ships, etc)

Mining/salvaging/trading without a permit

Bounty hunting (It's the law's job)

Flying in 'sensitive' areas

And so on.

Petty laws would only give fines and would be discoverable on system maps or at NAV beacons (a reason to go?)
 
I like this idea. Anything that gives the Galaxy a bit more variety would be nice, and this feels like it could fit into the existing crime/punishment framework without derailing everything.
