Mapping Mouse Controls

I really want to swap the controls for camera pan and camera tilt. The default for pan is right click + move and for tilt it's either mouse wheel + move, or right click + left click + move as there are two options for tilt. The latter is not remappable. When I try to map left click to pan and right click to tilt, the tilt option I can't change auto resets so left click + move now means both tilt and pan, meaning I can't pan and can only tilt. It resets back to left + right click if I change pan back to right click. I don't see any way to fix this. Advice?
