You'll need the Sirius permit first - do you have that? You can only getit from one of the neighbouring systems. I'd suggest you hop to e.g. Davy Dock Procyon and check the mission board.

That eng is a pain:
Head to Procyon and reaching Allied status with Sirius Corporation, only unlocks the Sirius System permit in the Mission Board. - Once with the Permit, head to Sirius system, I suppose any station should work but I did Patterson Enterprise, there you should see a mission for the Engineer Invite (you have to deliver the data to Duamta system, Davis Terminal, very close) and then you get the invite from Marco Qwent.

Then pray for a nearby FC that sells Modular Terminals
