Mass Ratings?

Can someone please tell me what the numbers mean on the mass ratings numbers? Looking for a new power distributor and I'm confused. The mass rating section numbers are blue but the arrow is pointing down. Is the good or bad? Can someone please help me out with this one?

As I know, the mass mainly affect your jump range. The more lighter is your ship, the more farther you can jump.

The maximum mass you can fit is defined by your thrusters strength.
 
Lower ship mass is also better for shields; shields have optimum and maximum mass ratings - if your ship's mass is under the shield mass rating, they are stronger; if your ship's mass is more than shield mass ratings, the shields are relatively weaker. At least, that's how it is as far as I know.

Beyond that, more mass = worse FSD jump range, worse agility. So less mass is always better (and that's why for pure range-focused agile ship, you probably want all D-class gear, which has consistently the lowest mass).

But note that Shield Generators should only be caring about the bare hull mass (listed on Shipyard), not its total mass including modules.
