Massacre stacking improved - very quick way to make credits

About these. I took some on and found that I would get 3 pirates at a time per location. That makes for a very long time to fill the order.
There was, however, 1 instance that kept respawning. My question is, which of the two scenarios is the normal one? The one that is just 3 or the one that constantly respawns.

Neither the system is RNG... and selects a rate from its scripts so All of them are the norm... you can cycle the instance sometimes to get faster spawns ..


The MAX spawn rate is controlled by the security level, mining type and other system factors...
If you're in haz res the rate will be the highest between both states of slowest spawns and fastest spawns... if you go to the low you get the Slowest spawn rate in all selections of the scripts..

Just to add on GraphiteGB's comments... what's the rank of the missions you took. Also, was there a specific type of template you took[1]? Not all massacres are the same.

Expert rank and above will usually have 5-7 ships per instance.

[1] Just to expand on this, a typical "Massacre Pirates" mission is a different template to, say, "Quell Civil Unrest by destroying pirates".... both target the same ships, but they are different templates, and therefore produce different effects.
