Massacre Targets Not showing up

Ive tried to play this game a few times, but i always seem to get stuck with the same kinda problem, Namely i take a quest to kill some guys in system X i fly to system X search every signal point i can find and the targets never show up.

Ive spent the last 2 days trying to complete a mission to kill Just 2, two infected ships from drug empire faction

Ive made about 3 or 4 million in bounty killing ships from the drug empire in the system, but not one of the ships that spawned was infected, I camped out at the nav beacon, in interdicted ships flying in SC, i went to random combats that showed up as USS's , I used the FSS to find more scan points and visited them. Some times a Mission USS would show up in blue, id be happy success right! thats where the ships will be, but no i fly there and its search and rescue .. a ship sends a mayday but I cant get it on the comlink it just flys around for 5 minutes saying it needs medical attention then flys away

Im very frustrated with the game right now, and i want to know if im missing something here or if its broken. Is there something special i need to do?

all i can suggest is Open the FSS and point it to planet 4 then zoom in and do the same to its sub planets there are 6, objectives might show around it or the rest once you open the FSS on the Primary planet... do the same to planet 3 as well... Orbital mission objects on planets have from time to time required FSS targeting there prime planet to show up....

These missions can make for a real study of the Mission Instructions. Scroll down and read everything.
The thing that makes them confusing is the top part stays the same, just showing the end game. The specifics are lower down the page.
While going through the steps, keep reading it all again, as completing each step updates the instructions.
You may find you need to go to a planet, to scan a terminal, to get the name of a system to fly to, to find a contact, who will tell you where to find your target in yet another system. Multiple steps.

Just had this happen in a surface mission. Mission was in G 173-53. Had to kill G 173-53 Blue Mob Faction. Only place was Munoz Military Complex for that Faction. Only thing there was pirates. Which were not my mission targets. I relogged several times. Even wiped out the all the pirates. Never got a single mission Kill. Am I doing something wrong or is it the game. Thanks

using the fss when you drop into system pointers will turn orange as you scan about if you have a problem head to nav beacon and target the beacon it will point you in the right direction

If you goto a nearby system you'll find the faction your looking for has assets there too. Use the galmap to search locally for an asset that's owned by the targeted faction.
