'Matchmaking' threshold

After weeks of play I have yet to see even close to 32 CMDRs in a single instance, even when I know there are alot more in system. To wit, a group of 10 of us are hunting another group of 10. Waiting for them to head to their instance from the station we launch and pursue, our 'scout' is watching. They arrive a minute before we descend into the instance, only to find it empty aside from our group. Our scout had descended into their group instance. They are there, we are there, only neither group can see one and other.
This is a reoccurring problem, the game is creating new instances without filling up existing ones to group friends, but it has no idea about what we are trying to do, nor does it seems to care if these are even close to 32 players or not.
What is the most players you have ever seen in any one instance?
The most I have ever counted at once is 15, and with all the 'missiles', 'wakes' and 'cans' floating populated instances seem to bug out rather easily with more than 10 players. (things should despawn, but they don't, the instance needs 'cleared' of players instead).
32 isn't a lot of players, but has anyone reached this number yet (that is not all on the same friends list)?
What is a realistic number of CMDR's to expect in a single instance with this build?
