According to Inara these are from Thargoid ship encounters. Is it significant that I just found some in a Degraded USS in the system COL 285 SECTOR NS-Q B19-5? This is about 10Ly from Irukama and 3-ish Ly from Guuguyni.

Nice find.
Scrubs will be able to engineer up without killing thargoids but this unfortunately removes even more motivation to fight the goids if stuff is just lying about in space instead.
Edit - OP confirmed it's not the same as thargoid components.

Beware there are cargo called Wreckage Component, but if it is indeed material Wreckage Components you found, we need to do some research on that system.
