Maybe a dumb question: can you specifically choose a faction?

I see people in posts mentioning they're with this minor faction or this other minor faction. I'm allied with a few minor factions in what I consider my "home" system. Is this what this means or do you have to take specific steps to "choose" a faction?

Edit: only thing people can choose at the moment is a power to align with.

I have heard that in a coming update you will be able to 'adopt' or 'sponsor' a minor faction.

You've got it. You just decide to work for one faction...because. You are now 'with them'. Enjoy your time with your billions of new friends! ;P
