I've tried relogging, doing more rep activities, etc.

Do missions in nearby system +-20ly of LHS 1163 where the faction Azimoth biotech is present.
Eventually you get a message about the permit to get in LHS 1163.

I had similar. I hit allied, but no permit mission, so I finished a long haul for some datamined wakes, and it also maxed the allied rep. A while later I was presented the permit mission.
Assumption at the time was either time or max ally.
