Medium Security Settlement = POI?

I just started running through a list of ~40 medium security settlements (completed four), landing and interacting with the five public terminals (Scientific layout).

A few of the data items I'm looking for (Atypical Encryption Archives and Adaptive Encryptors Capture) are reported to be at POIs. Everything I've read about Settlement scanning seems to point to other materials only (CIM, MEF, etc.) at these sites. Curious whether anyone has found these pesky items at settlements; if these are also considered POIs.

I plan on completing the run regardless, as I'm getting some good data items I can trade for the pesky-to-find, and also checking the mats lists while planet-side, and if the right stuff, bouncing the SRV around to collect those for premium rail gun synth (I have five hungry kids to feed: four on the Chief and one on the Courier).

Normally, those are given by planet surface scan missions, but a good way to get Atypical is go to a station with satellites. Rhea is a system that has a station with them, and they’ll spawn 0 - 3, scan the satellites and just re-log. Best way to get Atypical Encryption Archives and then just trade up with the Encoded trader for Adaptive Encryptors.
 
Thank you, CMDR B. Had not read about satellite scanning, and for my one G5 murder-death-kill scanner, which I have on the Courier, I had to trade a good number of the more valuable encoded. Cool part is that it cycles complete just after my first railgun blast; just keep the trigger depressed for another second.

The 40 settlement-scans is my current sandbox challenge so will get deeper into the quest and then maybe break for Rhea when proximity, and many of the planets (so far) have good mat lists. I currently have enough mats for ~40 premium railgun synths; want to keep the mats topped off. Ditto on premium AFMU refills.

The mat collection madness is all part of my follow-up sandbox quest: see how long I can survive in highrez, hazrez, and High CZ by making my own ammo and repairs (no station trips). Hull and plant repair would be a nice buff (space walking hull repairs, anyone). The Courier is becoming one of my fav fighter ships, and at ~.5 mil rebuy, makes for a cheaper experiment. The FDL and Chief (both are amazing in air combat) are many time more expensive to replace.

SRV love - Having just reached Dangerous in combat, taking breaks for surface prospecting works for me. I think the secret to enjoying SRVs is to spend as little time on the ground as possible. Every lip is a launch ramp; can pass through moon mogul fields almost as as fast as the flats, plus, can launch and climb out high to see how to get back to flat(ish) ground for ship recalls. Blasting rocks from the air also, well, rocks. If only the SRV has a rudder for in-air yaw control....
