Horizons Meeting NPC 2,5K LYs from nearest station

Yesterday a strange thing has happened as I was making my way back from a 5k LY trip towards one of galaxy's arms. As another system proved to have no noteworthy planet I've decided to check some landable ones in search of fun mountains to climb, and as I was making my way back, I noticed a flashing blip on my radar. Intrigued, I followed it, and to my surprise I have found a System Defence Force NPC next to a crashed ship. I have checked, and the nearest recorded station was 2,5K lys away.

Planet: GLUDGOI MO-X C15-5 A 4

My question is - is this normal, is this a bug, or is this an indication that there may be some unexplored man-made stuff nearby? Is there a known maximum distance from a station that NPC appear?
 
I found this exact situation too, I think it the nearest outpost was Attenborough's Watch. I had drive round the Cobra MKIII parked beside the crashed ship but there was no one at home. The crashed ship had containers of narcotics lying around.

Oh my favorite! I love these!
1. The system defense ship hunted down a wanted criminal (the crashed ship) dirty harry style and you were there to witness it.
2. A lone police man tracking clues across the galaxy of a kidnapped governors daughter.
3. They are not humans! Thargoids disguised!
4. Ghost ships.... no one in the cockpit.... will not respond to hails.... playing out their last moments for all time....
 
This was a thing quite a while ago, players complained about it as it was so implausible.

It may be some ghost code coming back in the re-writes.
