Yeah, I find that interesting too. I agree, it does not have to do with the hardware. It could well be the driver. When I installed the new card I first deinstalled all the drivers/software of the old card. I then plugged in the new card and let windows install the drivers. I did not install any software from the Asus 1070. My Windows 7 is as lean as it gets. I have just 15 processes running.

You are definitely not alone on this. I noticed that the menus lag on my PC but usually only by about half a minute. The xbox on the other hand is horrendous to the point that I refuse to play on the xbox cause I really don't want to waste all that time waiting for menus to open. Often times I have found that if you open a different menu then open the one you wanted to open it works okay (i.e. commodities are not opening I open missions, exit, and then open commodities and it works faster).
Just in case anyone comes to this post - issue solved problem was low rendering (low FPS, see CTRL+F) this was fixedby reducing supersampling from 2 to 1 and shadows off. see here https://forums.frontier.co.uk/showthread.php/319805-2-minute-loading-screens
