Microstutters while streaming

hi there,

Sadly I am really unhappy with Elite atm.
I was streaming Elite before without a problem on Ultra Settings.
Now I tried to stream VR last night and now even on Low settings and with or without stream it is lag spiking.
Like every 4-8 seconds it stops and then continues. System isn't maxed out ressource wise.
CPU is barely pushing 60% same with the GPU.
I also have the non steam version and I tried that. Same issues. Lag spikes every so often. With VR and without.

System Settings:
CPU: Intel i7 9700K
CPU Cooler: Coolermaster ML240R RGB
Mainboard: Asus ROG Strix Z390-F
RAM: Corsair Dominator Platinum RGB 32GB
Graphiccard: ASUS ROG RTX2080 8GB
M.2: WD Black 250GB
SSD: Samsung 860 QVO
HDD: WD Black 4TB
PSU: Thermaltake Toughpower 750w 80+ Gold
VR: Oculus Rift S

Both Elite versions are on the Samsung QVO SSD. There is enough room on the M.2 for an extension file.
It feels like trying it in VR broke the game. Already reinstalled both versions, nothing worked. Roomtemperature didn't change, cooling is still good and I didn't change the stream settings. Same overlays, same bitrate, same encoder yatta yatta.

It is getting so bad, that I can't stream it or I get nauseous.

Here is a lifestream VOD that shows, that it ran before without a god darn problem.
Again nothing has changed besides me trying to stream it in VR.

Same for me, It was spiking for a couple of days, then for last 2 or 3 days it has been fine, perfect in fact. Then tonight, spiking again. I suspect it's server-side or something on the net.. I say this because:

I have checked my system, all temps fine, nothing under heavy load, in fact not much load at all. I'm running the same apps alongside Elite I always run, voice attack, eddiscovery.

System:
Intel i9 9900K
Asus M/board
128GB ram
RTX 2080Ti
Game purchased from FD directly - no steam
game running off SSD
Corsair 1000D case - plenty of cooling 14 fans.. count them, go on count them! ;)

Checked my broadband, I run through a Meraki MX security appliance so I get a very granular breakdown on who is using bandwidth in the house.. there was only me playing Elite, no streaming to any other device but I have everyone else in the house traffic shaped anyway so they don't encroach on my gaming :sneaky: plus I'm not playing in VR at the moment, because I'm out exploring and it's easier just on screen, and I'm not streaming.

I can't find any reason locally either with my PC, which hasn't changed since the perfect sessions, nor my local network or WAN link that would indicate a problem, and yet, here are the lag spikes, same as in your twitch clip. I'm thinking it's either server-side or something on the net between me and the servers.
 
I have noticed that my stutters directly relate to the network latency. If you look in the network settings from the main menu, you'll see your machines ping time, if I get around 26ms ping time the stutters are not apparent, when it starts getting around 65ms+ (tonight at one point I had 226ms) it's micro-pausing all over the place. I'm in the UK and I've noticed that it gets worse when the USA starts to come online (say after the work day is done). I read somewhere the servers are hosted on Amazonaws and it does seem that I get a different server IP most times I connect.. but there is no way to select a server or even say 'point me at servers geographically near me' it's very frustrating..
 
Just putting this here so you don't think it's just you.

Was experiencing the same towards the latter part of last year (also when not streaming, it was occurring)
After several months and 2 different PC's , I've finally resigned to putting this down to a server side issue.

Some nights I get zero stutters, some nights I get it every time I come out of FSD, every time I come into dock, every time I come out of dock, when I get interdicted my screen goes mad, flickering etc.

I still get it every now and then, but have to say it's not as apparent as it was before after opening router port and assigned the port in the Network options in game. Not going to say it will resolve it but it certainly reduced the severity of it happening.
