Military Grade Composit Armour.

Are you at the correct station You have to be at the location were you removed the item or you have to transfer the item to your current station before you can refit it...
Each Ship can only fit the hull armour for its self you can not fit a condas Armour on any thing but anaconda...
So insure that you don't have another ships armour selected that you are trying to force on to the wrong ship...
Scroll up and down the Stored items and insure its the correct armour item for the correct ship is selected...
Armour that was used for Criminal acts can not be reinstalled untill you pay a fine to clean that armour of the hot status so select clean on the armour and pay the fee..
Think thats the most common issues...

Another possibility is that you have altered the mass properties of your ship such that you can no longer take the additional mass of the mil spec armour. Did you change anything else?
Does the armor even show in outfitting? If yes, is there an error message of some kind when you try to put it on your ship?
