Military repairs at military stations.

I have heard a few Cdrs discussing this today on the forums. What are military repairs and where are military stations? Also is it much cheaper than standard repair?
I would like to explore a few of these.

There are military outposts but I've never noticed anything unusual about them except for patrol fighters that aren't usually present at outposts. Is it a new feature?

I've seen a thread where a few people had an idea that faction-specific military ships (like the FDS, FAS, FGS) could only be repaired and maintained in ports friendly to the power that sell them and only by commanders who are still friendly to said power. There were various ideas floating around but I'm not sure if this is what Voorheez meant?
