Engineers Military Supercapacitors and Bris Dekker engineer

Has anyone seen/scooped Military Supercapacitors yet? The material is supposed to drop in systems with WAR status. However I have been to numerous CZs (both Civil war and war), killed a LOT of various ships and haven't seen any at all. I have a suspicion that they haven't been implemented into the game by whatever accident.

Also, has anyone unlocked Colonel Bris Dekker yet? What modules does she have? Spreadsheet is not 100% positive on the module modifications. If she doesn't have Grade 5 railguns it means that only Grade 2 railguns are available (Tod "The Blaster" McQuinn) in which case getting special effects on them with 7% will be horrible and long grind.
 
Im getting to Dekker but its time consuming as it involves shipping rares back and forth, doing cigars for the previous engineer at the moment :/ would be faster If i could do it in an asp but then i'd have to drop all my commodities *sigh* :p, will post back when I have more info if it isn't on the spreadsheet by then.

There are a huge number of Tier 5 weapon's missing at the moment so either they left a chunk out, Dekker + the other long chain one will have about 15 weapons each or there are more than 15 engineers.

Not sure where i got them but i am positive that they are in game. Used all mine to upgrade my missile racks.
 
I saw Military Supercapacitors as a mission reward near Sirius when I was looking for Modular Terminals.
