Mini PC for ED

My nephew is currently at Uni, and plays ED on a Raspberry pi with rift.

Or you could build your own mini PC to your liking. Just make sure you have nice graphics 1050ti or equivalent, and 8 core Core CPU like the Ryzen 7 2700. However, 8 core CPUs are an overkill for gaming so an i5 would do the job for now. 16GB of ram is enough for Elite. Lastly, I recommend you get an SSD to install your operating system and Elite.
 
My experience with Intel CPUs is that the ultra-portable variants will not run Elite Dangerous on their integrated graphics.

You need a chip based on "Core" architecture (So an i3/5/7, or some of the Pentiums/Celerons). The limited graphics capabilities of the old Atom architecture (also now renamed to Pentium/Celeron Silver) means that they don't even launch the game.

Elite runs acceptably on a modern low-budget i3 laptop. Dedicated graphics are nice but not essential as long as your CPU isn't a potato designed to run a phone or tablet.
