'Minimum mass' on thrusters?

What exactly is minimum mass for thrusters?

I was playing with a maxed-out vulture build on Coriolis, and I noticed that the unladen mass would be less than the 'minimum mass' field listed for the thrusters.

What effect would this have?

I just wish we could use it either way, at least in space since there would be no gravity.
