Newcomer / Intro Mining laser engineering

I just looked at what all each engineer does and none of them offer mining laser upgrades. Is this current or does Inara need updating?

Correct, currently nuthin' for mining.

I suppose I could forgo the fuel scoop since my home system has a big set of rings around the planet and then go with a Keelback. I see them mining a lot there and of course that's where my Eagle got scattered in the wind on my second attempt at bounty hunting. Made the mistake of going after a wing without realizing what I had done. It was mercifully quick. 16 tons of fuel should be plenty if I'm not going far.

The only upgrade that is any use at all to miners, is charge enhanced power distributors.

Yet there's 3 engineers that require mining to unlock.

Mining looks to be getting an comprehensive overhaul in the next update. The live stream coming up on 1 November will have the details, and you can try it all out in the second week of the beta (assuming you have Horizons). The beta starts tomorrow, so the mining stuff should be available in the beta from Tuesday 6 November.
