Engineers mining question

While I've been trying to mine lately I seem to always get attacked within 2 minutes of entering the Ring system or asteroid belt, Does this still happen if I travelled say 1000 LY into unknown space? or would I be able to mine without getting attacked then? sorry for the basic question I've been playing since beta but I'm fairly new to mining and since the engineers requires it I think its time I learnt how to do it properly :)
 
you just have to log in and out until you get an authority ship spawn or nothing, it does happen but basically everytime you zone into a ring you get a chance at cops/cops+pirates/pirates/miners, it makes absolutely no sense and is quite annoying.
 
I've only made three mining trips over the last two days for the CG.
On all three, a pirate investigated me on arrival (well away from the official res points).
He moaned I had nothing of interest and flew away.
(I chased/killed the first one, regretted the repair bill I got as a result and ignored the next two :))
But the point is, if you are just beginning your trip and have nothing but equipment and limpets they will probably sod off.
Oh yes, this was at the nearest to the CG rings I know of. "20 Ophiuchi" and "Delkar", both well within the bubble.

I don't know about now (returning player to 2.1), and don't know if the 2.1 kind of crazed powerful npc attacks will occur that far out there, but when I used to explore a lot back in 1.4 - I could go out 2-3k LY and still find NPCs if I dropped into the rings, as it appeared the spawn mechanic was tied to the instance being created as you dropped into the ring, no matter how far out you were.

thanks but not entirely helpful, bare in mind I've been playing since beta and I'm well aware of what RES sites are like for pirates hence the fact I haven't tried them for mining, I am very combat capable :) It's just the asp I'm using for mining is not combat fitted at all, It's basically a Engineers material farming ship.

they class limpets as cargo and attack you.
 
They are supposed to have fixed limpets being classed as a viable piracy good, I haven't had any trouble with pirates while having a hold full of limpets since 2.1 came out
