Horizons mining questions

Where are the probes and othere moduals for mining located? I cant seem to find them anywhere. is it something you have to buy? i thought they were unlimited probes, Askeing about the probes for rings to show hot spots. what do i need to do, also mining charges? where are they and how do i get them, buy them somewhere? i am at quince at this time, is it just that they do not have them to buy?

Ray Gateway - Diaguandri has good outfitting with all the new mining toys.

Shinrarta dezhra has everything but you need the founders world permit or be elite to be eligible.
